Paulson is already trying to slant perception towards the issue of "relationships" between employees (note the terminology: how men and women get along on the job, workplace relationship policy) and the press, by carrying on about the fact that he met both his wives through work is helping him do it.

The harassment and bullying issues, sexual and otherwise, suffered by RCMP employees of both genders have for the most part very little to do with who's dating who. They have to do with power - who wants it, who has it, who misuses it - and the fact that they are unlikely to be taken to task for it. Really, if your boss decides to try to coerce or threaten you into having sex with him will the fact that you're not allowed to date each other really be the thing that makes him think twice?
