Terrace, B.C., Mountie charged after alleged altercation with inmate

Rod Mickleburgh (Globe and Mail) – An RCMP officer in Terrace, recently singled out by the B.C. Civil Liberties Association as a problem policing area, has been charged with assault after a jail-cell incident last fall.

A police news release Monday said Constable Robert Hull is alleged to have punched a woman, after arresting her for intoxication outside a local Terrace night club.

The officer, who has been assigned to administrative duties since the RCMP began investigating the altercation, is due to make his first court appearance in Terrace Provincial Court on March 22.

According to the news release, the head of the local RCMP detachment launched both an internal code of conduct and a criminal investigation into the incident. Crown counsel subsequently laid a single count of assault against Constable Hull on Feb. 23.

A report released last month by the B.C. Civil Liberties Association, following a series of workshops in 14 rural and northern B.C. communities, said complaints about the RCMP in Terrace surpassed those in other areas.

“There were no communities in which the allegations made were as troubling, as widespread, as profound, or as unsettling as the allegations made by members of the public with whom we met in Terrace,” the report said.

Local politicians and the RCMP have disputed the BCCLA findings.

  1. Here we go again. Allegations are just that, allegations. Like any other individual in the country, they are innocent until proven guilty. I am certain that no person ever got punched in any jail setting prior to cell block video…. Certainly not in the 60’s anyway right D?. Darn those new hires. We will have to wait until the air is cleared to see what the results are.

    Convictions are another item. And for those that choose to do a little research, the comments of the Judges are in a lot of cases sympathetic with the circumstances while technically upholding statute.

    As I opined previously, the tactics of the BCCLA are not above reproach.
