Secret dating a conflict of interest for Prince George RCMP head

(CBC) - Prince George’s top RCMP officer is in the news again, this time over an allegation that his office romance created a conflict of interest, according to a secret city hall report obtained by the CBC.

Last week, CBC reported that RCMP Supt. Dahl Chambers had been forced to apologize for harassment of three workers in the detachment, including one civilian city manager.

Now CBC has obtained a confidential report by lawyer Kitty Heller that notes Chambers began “secretly dating” a senior city manager in the detachment in 2004. Chambers and Ann Bailey went public with their involvement a year later and now live together.

Heller concluded that the personal relationship between the RCMP superintendent and one of the top city managers in the detachment created “a conflict of interest” that has continued for years.

The lawyer’s report said Chambers was “perceived by many as protecting the interests of Ms. Bailey.”

It went on to say, “Ms. Bailey refused to recognize the impact her personal relationship with Officer-in-Charge Chambers had on other employees and members of the detachment.”

During part of this time, Bailey’s job was to provide “staff mentoring and guidance on human resources,” according to the leaked document.

The city received the lawyer’s conflict-of-interest findings six months ago but no action has been taken.

City staff and the mayor all refused to comment when contacted by CBC News on Monday.
