Policy under review after drunken man flees RCMP custody and freezes to death

Regina, Sask (Canadian Press) – An investigation is underway to determine if an RCMP officer followed proper procedure in notifying his superiors when a drunken man escaped custody and froze to death.

Inspector Randy McGinnis, the supervisor in northern Saskatchewan, admits he was not told when Kyle Lariviere fled from a police vehicle in Beauval on Jan. 10.

The 19-year-old resident of the Canoe Lake Cree Nation was later found dead on a snowmobile trail a few kilometres from Beauval.

McGinnis didn’t want to discuss details, but acknowledged that policy dictates supervisors “all the way up the chain of command should have been advised.”

Lariviere escaped after an officer briefly left him in the vehicle to open the detachment’s door.

McGinnis says security cameras show that Lariviere – who was not handcuffed – reached out through metal bars on the back window, opened the door from the outside and ran away.
