North Vancouver RCMP officer charged with assault

Damian Inwood (Vancouver Province) – A North Vancouver Mountie is facing an assault charge following a complaint that he used excessive force during an arrest.

Const. Quentin Frewing has been on desk duty since last June when the complaint was lodged, say North Vancouver RCMP.

Crown Counsel has told police that there is enough evidence for one charge of assault against Frewing, said Supt. Tonia Enger, head of the North Vancouver RCMP.

“This is difficult news to bring to our community,” added Enger. “The public relies on the officers at this detachment to keep them safe and it’s extremely important to us all to have the public’s confidence and trust. That’s why it’s very disappointing to have one of my police officers alleged of committing an assault.”

She said a code of conduct investigation is still underway.

The person who was arrested suffered minor injuries and complained three days later that Frewing used unnecessary force.

The alleged assault occurred on the night of June 18 on Lower Lonsdale.

RCMP say Frewing was in plain clothes and was conducting Liquor Act investigations at the time.

“Constable Frewing happened upon the complainant and while attempting to further his investigations used force on the complainant to affect an arrest,” said an RCMP statement. “There was ultimately no evidence that suggested the complainant had committed a Liquor Act offence and the complainant was allowed to proceed without further investigation. The level of force used and the lawfulness of the arrest or detention forms the basis of the complaint and of the criminal charge against Constable Frewing.”

Frewing has been with the RCMP for four years.
