This outcome does not limit any criminal investigation. The internal disciplinary investigation is separate from any criminal investigation or public inquiry. There's no statute of limitation on murder, or even manslaughter! And they wonder why the public is so cynical, when it should be obvious to anyone that when the rule of law is subverted like this by the officers that are supposed to uphold it, on the most basic of human rights, that the police become nothing more than the biggest gang in the world.
