Then when they are called to testify they hit the issue hard to explain and justify their decissions and BLAME others for MAKING them react the way THEY DID using EXCITED DELIRUM for an example a term Phychatrist use and should never be use by a police officer in the field. It would be like making a decission on site that someone is dead without a Doctors report. This is where the term; "A dead ringer" comes from.
