Winnipeg, Manitoba (Canadian Press) – A Manitoba man testified Tuesday in a Winnipeg courtroom that he was punched in the face and kicked by an RCMP officer three years ago.
Cpl. Jeffrey Thomas Moyse, 42, and Const. Trevor Kyle Ens, 31, have pleaded not guilty to assault on Conley Papineau on Oct. 24, 2008.
Papineau claims Moyse stopped him to ask for ID outside a bar in the community of Traverse Bay then knocked him to the ground, punched him, handcuffed him and threw him in a police car.
Papineau testified Moyse attacked him again when the car pulled off the highway on the way to the RCMP detachment in Lac du Bonnet.
He said he was punched in the face, knocked down and kicked — all while handcuffed — and left with a broken nose and cut lips.
Papineau, who is now 22, said he did nothing to provoke the assaults and was never charged.
Moyse and his partner were charged with assault last year after a lengthy investigation.
Both stationed at Powerview Detachment at the time of the incident, have since been reassigned to other units.
The RCMP have not said where the officers are now working.
The Pine Falls-Powerview area is about 120 kilometres northeast of Winnipeg.
