(CBC News) – Six of the seven men who allegedly watched on a security camera monitor while two women engaged in sex in a Kamloops, B.C., jail cell have been suspended.
The RCMP said Wednesday that three officers have been suspended with pay, while the fourth will learn his status soon.
The City of Kamloops suspended two jail guards and a watch clerk.
In a news release issued on Tuesday, the RCMP alleged that, for seven minutes on Aug. 18, four RCMP officers, two civilian cell guards and the civilian watch clerk — all of them men — watched the two women engage in what appeared to be consensual sex without intervening.
The women had been arrested in two unrelated incidents for causing a disturbance and being drunk in public and were being held in a cell that is monitored by closed-circuit video.
Police later said they believed at least one of the women was too intoxicated to legally consent to sex, and the officers had a duty to ensure the women came to no harm while they were in custody.
I hope no one is actually making videos of these sexual acts and selling them. I do hope someone erases it before they all get in trouble if they did. You know how those court videos can just disappear at the right time. I wonder if they make videos of this stuff to keep to show their pals at home?
Sick thought I know but they did gather to watch it at the office. I wonder how many patrols could have been done and how many crimes could have been stopped, while this was going on.
Crime prevention you know is not police officers at the station watching people in jail going at it but actually they are out there patrolling the streets and being useful.

I kind of think the whole HIV thing is getting a bit blown out of proportion here. How often do you ever hear of female on female transmission? Seriously.
The only cases I have heard of involved rigorous use of a toy built for two. I don’t think that was the case with this one!

I’m not sure that the incident only took place for seven minutes. As far as I am aware, a precise timeline has not been reported yet. Early stories reported that the officers and civilian staff watched for seven minutes, but that the encounter between the two women lasted somewhere around one hour.
It has been reported that one of the women is potentially HIV positive.
It has been reported, as noted above, that one of the women was so intoxicated so as to not be able to consent to the activity.
Engaging in non-consensual sex is sexual assault.
Engaging in sex while HIV positive without disclosing that fact to your partner negates consent and is sexual assault.
It’s highly likely that one of the fellows watching this incident for seven minutes was either a) aware of the inability to consent vis-a-vis intoxication, or b) aware of the fact that one of the women was potentially HIV positive.
Thus, it’s likely that at least one of these fellows watched an assault for seven minutes.

While it is appropriate to publicize this instance of disorder within the holding cells I don’t see the problem with RCMP conduct in this case. They “watched” (some would call this monitoring) for 7 minutes before intervening. That seems about right to me when you are not sure what the heck is transpiring in a cell between inmates who are likely intoxicated. Which appears to be the case. The spin of outrage from the CBC is as though they had the popcorn out for a porn video. Clearly the CBC is pandering to popular concerns in the wake of other more serious incidents. While unsavoury, there is nothing out of the ordinary in this supposed event. The officers are dealing with difficult people in difficult circumstances. Once they had a handle on what was taking place, they intervened to stop a likely incident of sexual abuse . That is their job. Move along people.
