Inquiry launched into conduct of four RCMP in Kamloops jail-sex incident

(Vancouver Sun) – The Commission for Public Complaints Against the RCMP has launched an inquiry into the conduct of four RCMP members in Kamloops over allegations that they watched two women having sex in a cell this summer.

“We have received a formal complaint related to the August 18, 2010 incident,” said Ian McPhail, interim chair of the commission, in a media statement released today.

“In light of this, and the ongoing expressions of public concern as they relate to this matter, I am satisfied that there are reasonable grounds to investigate the circumstances surrounding this incident.”

McPhail said the probe will be conducted by an independent civilian investigator. Kamloops RCMP Commander Insp. Yves Lacasse welcomed the inquiry, saying that it will be “in the public’s interest.”

The Commission’s investigation will examine the conduct of all RCMP members and other persons appointed or employed under the authority of the RCMP Act involved in this incident.

The CPC is independent from the RCMP and has jurisdiction over public complaints involving RCMP members..

The four RCMP officers have been suspended with pay along with three civilian workers at the Kamloops detachment. They are also the subjects of a criminal investigation into the incident.
