For many years the RCMP had a formula that worked. Hire on merit and hire the very best. Teach new constables discipline and to have pride and work together. Honor and integrity were the cornerstone of this organization.
What do we have now? An organization that one minuite tries to run itself like a bank, then next like the army. A place where it is more important to be politically correct with spineless flexibility than to have real values. The kind of superficial survivor show organization that what you say is more important that what you do. The culture where getting ahead means dragging someone else down because it is easier than working harder.
Take it from me- someone who has been on the inside it is an absolute joke to think that one person at the top is going to fix this tattered organization.
The problem with the RCMP wasn't caused by one person, and it will not be fixed by one person. It wasn't caused overnight, and will not be fixed overnight.
The problems that have been exposed in the RCMP have only represented the tip of the iceberg in both structure and scope.
In respect to harassment, I believe they will never solve the problem as the process that is used to hound others out of the organization is more complicated than what they really believe it to be. A sly game of gender and racial neutral harassment called mobbing exists and simply referring to it as simple harassment or psychological warfare doesn't do true justice to the problem. If really understand what you are dealing with, you cannot combat it.
I think the RCMP is too big, diverse and cumbersome to fix and I think the RCMP shoud remain federal only and contract policing should be turned over to the provinces.
