However, the investigation referred to by Dalstrom was examined by the DOJ and independent counsel, and found to be lacking in the area of informant procedures and investigation within case law. The probability of conviction was suitably low so as to negate a lengthy and costly trial. An unfortunate result of the fledgling OCABC and its 'run and gun' attitude when it was first formed.
