(CBC News) – Two Manitoba Mounties have been charged in the assault of a 19-year-old person they were transporting.
Cpl. Jeffrey Thomas Moyse, 40, and Const. Trevor Kyle Ens, 29, have been ordered to appear in provincial court in Pine Falls on Feb. 25.
According to the RCMP, the conduct of the two members was investigated after the force received a complaint in November 2008.
It was alleged that a 19-year-old resident of the Pine Falls-Powerview area was physically assaulted by two officers on Oct. 24, 2008, while he was being transported from Traverse Bay to the Lac du Bonnet Detachment.
The gender of the complainant was not revealed by the RCMP.
An investigation was launched and on Jan. 6, Manitoba Justice formally recommended the charges of assault be laid.
Moyse and Ens, both stationed at Powerview Detachment at the time of the incident, have since been reassigned to other units.
The RCMP did not reveal where the officers are now working.
They are also facing an internal disciplinary process, the outcome of which has not yet been decided, RCMP said.
The Pine Falls-Powerview area is about 120 kilometres northeast of Winnipeg.
Am I reading this right? The complaint was made in November 2008 and it took until January 2010 to decide to lay a charge? How many people actually needed to be interviewed for this incredibly complicated “investigation” … three?

i am shocked and very pleased at the same time that some form of justice appears to have come out of this one case. there are far far too many that go unanswered.
